Britain and France Will Dispatch Military Personnel to the Country if a Ceasefire Accord is Finalized

The British and French governments have formalized a statement of purpose concerning the positioning of troops in Ukraine should a peace deal be concluded with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has announced.

After talks with Ukraine's allies in Paris, he indicated that the two nations would "set up operational bases throughout Ukraine and construct fortified structures for military hardware and equipment" to deter any potential attack.

The partner countries also put forward that the America would take the lead in overseeing a truce.

The Kremlin has consistently stated that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has so far not commented on this recent announcement.

Context and Continuing Conflict

The Kremlin's head Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Moscow presently controls approximately 20% of the country's land.

"This constitutes a crucial element of our commitment to stand with Ukraine for the long-term," commented the British leader.

Heads of state and high-ranking officials from the "Partner Group" were involved in Tuesday's talks.

Speaking at a shared media briefing, the Prime Minister further said: "It paves the way for the operational parameters under which British, French, and partner forces could work on Ukraine's territory, protecting Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the years ahead."

The PM also stated that Britain would take part in any American-headed monitoring of a prospective cessation of hostilities.

Defense Assurances and Negotiation Stances

Top American diplomat Steve Witkoff stated that "lasting security guarantees and substantial economic promises are essential to a permanent resolution" in Ukraine – referring to a key condition made by the Ukrainian government.

He indicated the partner nations had "largely finished" their work on agreeing such pledges "so that the people of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, former American President Donald Trump's special envoy, also took part in the talks.

At the same time, French President Emmanuel Macron stated that Ukraine's allies had made "major progress" at the meeting.

He said that "comprehensive" security guarantees for the Ukrainian government had been reached in the instance of a possible ceasefire.

President Volodymyr Zelensky stated that a "huge step forward" had been made in Paris, but cautioned that he would only deem efforts to be "adequate" if they led to the end of the fighting.

Earlier, he said a settlement was "largely prepared". Finalizing the outstanding 10% would "determine the outcome of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and security guarantees have been at the center of unresolved issues for negotiators.
  • Moscow has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas region or Russia will occupy it, refusing any compromise over how to conclude the war.
  • Zelensky has so far rejected giving up any land, but has floated the idea that Ukraine could pull back its forces to an agreed point – but only if Russia follows suit.

Moscow presently controls about 75% of the Donetsk oblast and some 99% of the neighbouring Luhansk. The two regions form the area of the Donbas.

The earlier US-led 28-point peace plan that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being heavily skewed in Russia's favor.

This led to a period of intensive diplomacy – with Ukraine, the US and European leaders trying to amend the proposal.

The previous month, Ukraine presented the US an revised proposal – as well as separate documents outlining possible defense assurances and arrangements for Ukraine's reconstruction, he said.
